Rock Island has a long history of producing firearms and ammunition for the United States military. They contracted with Remington Arms in 1903 to produce the Model 1903 rifle and incorporated the production into their arsenal. It is speculated that production was halted to increase the quality of the rifles. - (1918-1920) Serial numbers resumed at 100,001 and went up to 749,800. There were numerous problems with rifles produced during this time frame as finishing work was done by hand and not inspected as thoroughly as it should have been. Discontinuities such as this were commonplace for RIA as they had little control over what happened after they produced a part or assembled a rifle. - (1921-1944) Four hundred and eighty thousand rifles were made during this time frame. Production was underway for these rifles due to a surge in demand from the United States military after the declaration of war on Germany. For example, in 1939 alone, RIA produced 352,000 M1903 rifles and 60,000 M1917 pistols and carbines. - (1945-1946) Work was resumed back at Rock Island Arsenal to finish up the remaining 380,000 model 1903s left over from the 1918 production run. In addition, 600 M1903 rifles were made as a wartime replacement for the M1906 pistol that had been previously used as a personal defense weapon during World War One. - (1947-1968) Serial numbers resumed from 1 and went up to 28,650. After a protracted negotiation with Remington Arms Company over a price increase, RIA was forced to halt production at serial number 22,500 for all M1903s and M1917s. It is unclear why this happened, but it may have been because RIA ran out of money as a result of the price increase. The war in Europe had ended shortly before the production stoppage was made, so it is unknown as to why this occurred.
